Oh I see Do Gooder what the article refers to as a mass reset is just a css file that will normalize all the different quirks that different browsers have.

Well.... not all, but most quirks of the most common browsers

A few CSS reset exits. The YUI (linked above), Eric Meyer's, etc... Just google for "CSS Reset". Then after some work, you can adapt it for you. IE you always use the same focus styles for inputs, so you add them to it.
That's a least what I do.
