CMS Templates: Cheap solution for Lazy Designers?

I was wondering about this about the last few days.. Is it really "low" for a designer to go with a customized CMS template to a client? That is, being lazy or not having enough time or skills to develop a template on his own, does it really suck to go the "template" path, instead of creating something original from scratch? Enlighten me with your ideas on this matter..

I usually make them feel that they get a huge community help with extensions or plugins readymade with CMS. So, Indirectly he is saving a lot with that.
