That site uses frames, which is not recommended, however you can achieve similar results by using a div and the following:

#myDiv {
     height: 300px;
     width: 300px;
     overflow: scroll;
}

you can mess with the height and width

You can play around with the overflow: auto too. Just be sure to check it in all browsers
