Designing in a non Latin language

Hi,

I have search the forum and googled but havent really found enough information to answer my question. (I may have missed a post already on the forum)

anyways, I figured as a web designer / programmer should probably start creating webpages in languages that do not use the Latin Character set, so in Cyrillic, Arabic or Chineese for example.

The html part is in order, define the lang attribute. For the character encoding, im guessing UTF-8 should cover any type of language ?

The important part, the text. I imagine I need to install the font on my computer first to be able to type text in the chosen language ? (for example in Russian). Do I need a Russian keyboard or can I simply change my keyboard preferences and set them to russian ?

The rest should be the same as a normal designing process right ?

if anyone has some tutorials, good links or sample code they could provide would be helpful.
