But I am wondering, what are the most popular web design forums in terms of the graphic design of sites?

If you can wade through the mountains of weirdness, Yay Hooray occasionally has some interesting threads. Most of the design talk is in the projects section.

It tends to be mainly bored designers doing b3ta type nonsense though.

Yes, we have some real good designers there, including a designer of Windows Vista!

Besides DT here, you might check out Designate Online, Stylegala, CSS Beauty, SitePoint. There's about a million out there. Those have pretty good reputations.
