I'm modifying an Invision board atm and I've changed the header and navigation to css layout but not sure whether to change the actual forum from tables.

What's the definition of tabular data? Soemthing that you'd put in tabular form offline or figures and data? Or what?

The forum index definitely feels like tabular data but then the posts don't.

Should I just make the tables accessible?

Yeah, do that. A forum is just a big table.

I personally wouldnt mod is too much, a forum is a forum. If people like your site they will join it.
