It's rather boring tbh, the dark blue is not contrasted enough from the grey imo and the site is set out in tables for no good recent, nothing wrong with it done in decent html and css.

The whole site just seems too dull for me to want to read on.

It's nice. I'm not crazy about the navigation, though. I agree with pgo on the refining. I can't think what to suggest though, sorry.
