i have a layout, but i can't get it to do what i want...

the layout looks similar to the stock 'dynamic 3 cols with header and footer' layout but i'm wanting the header and footer to be fixed in height and location and the centre 3 columns to be dynamic in width and height... is it possible to kind of 'stick' the footer to the bottom of the page? whatever size the window is?
