I was given the job of re-designing this client website :

I am confused, what do you think the new layout should be also should I use some PHP etc?

have you talked to the client? have you asked them what they would like from the website?

just use your creativity to produce something, read around what they offer and what they're looking for in an image of their company, give it a bit more personality too.

Yes, surely the client should be briefing you?? When you say you were "given the job" does that mean you volunteered? The site already uses PHP - surely you know this. I'm not a programmer but even I know if a page ends in .php then it's got PHP in there somewhere. There are some other database driven elements in the site such as a poll and the forum is PHPBB.

One more think you can do is, just take the theme of the site and search some other sites with the same theme will get a lots of good ideas to implement.
