I have a potential client that would like to provide a forum for his
investors in a building project in the Cape Verde. Budget is basically
as low as possible. What would you suggest is the best solution to
this problem??

Any helpful advice would be gr8??

My suggestion:

http://getvanilla.com/

Haven't used it myself but it looks pretty good (free, PHP, MySQL). Think it would appeal more to him than say PHPBB or something like that, too. And it'll probably be much easier for you to "re-skin" if he wants a certain kind of look. HTH...

The solution is they need to pay you the market rate and stop trying to screw you with the old "budget is as low as possible" bullshit. How much is this building project you're talking about? Could possibly be multiple millions right? Ask them how they'd respond if a client came to them and said "we need a building but our budget is as low as possible". They'd straight away be thinking OK - why don't you go to Cowboys-R-Us we don't need time-wasters...

As low as possible doesn't mean cheap though does it? What if £10,000 is as low as you can possibly go?

You shouldn't mix business with pleasure.
If you're mate's dad screws you over it won't help your relationship with said mate.
