i just want to make a site where it will load up a .avi or .mpg movie and start playing it in the browser...sadly i dont even know where to begin. is there a program i can use for this or what do i have to do?

If super high quality video is what you want then you don't want to do it in a web browser, just offer a download for people.

but isnt there a way to make a video appear that is somehow copy protected or soemthing?

You could stream it.. It's just not worth it though for high quality downloads, they'd take so long to buffer. High quality downloads should be downloads, steams should be lower quality.

Embed it in a flash movie, and then people would have to download the entire flash file by looking at your source for the URL, that will put off the casual browsers from taking it. But then why wouldn't you want people to take it? Add one of those little tags like a crap satellite channel to the corner of the screen so everyone knows its yours.

There are ways to capture streaming movies and such as well.
