Several people mentioned the right way to do it - including myself - which is the way you'd (well, the way I'd do it in Dreamweaver) do it in Dreamweaver and the way it should be done.

I asked you why it didn't work, I didn't ask you to reiterate that it didn't work. You still haven't answered and it looks like you never will, which is OK. I'm not sure why you're the one cursing to Jesus for not answering a simple question that someone else poses. Layers obviously work just fine or else they wouldn't be part of the editor. It might not be the best way, but the user wasn't asking what was the best way to hand-code his website, the user was asking how to implement layers in Dreamweaver's UI. Those are two totally different things. Sean McP had the best answer in this thread.
