Creating Website-type E-mail Messages?

Not sure if this is in the right section!

Anyway, I'm sure everyone has received e-mails in their inbox that have graphics intergrated into them.

I was wondering if anyone knew how these were made/created, as I want to sent mailshots to my clients about special offers - but want a good looking e-mail flyer rather than just a plain text message.

Would I be right in saying that it's just a website intergrated into an e-mail??

I've never done one myself but I do know you can use HTML in an e-mail, but not all clients use CSS so be careful.

Is there a way I can just insert a header image above the email message, so like a header image? I'm using Yahoo Mail at the moment.
