In some situations I want to give hyperlink to few site. I may be explaining about usability, and I want to mention, for best resource refer this site and giving the links say "usernomics.com" or "usability.com" or any other site.

Do i want to get any special conformation from the particular authority before i use their link in my site. Is there any legal issue for using their site link in our personal site with out their permission.

Could any one please help me in this.

You are "allowed" to link to any other site on the web.

There is no internet law. If someone has a website, they can't prevent you from linking to it. You go right ahead with a clear conscience.

Wasn;t there a lawsuit regarding this with tickets and ticket master? But yeah it's perfectly legal.

well yes you can always put links of other site on your site. and by doing this you can even ask that site to put a link of your website on their page too. this is what is called link exchange. it is done for traffic from focused content.

Some may discourage from linking to anything other than their home page.
