These guys have put together a great library of code complete with instructions. I don't recommend for people without a medium level of JavaScript understanding to try and modify the source though...

I wouldn't exactly classify Mootools as a resource of Web2.0 effets, it's just an amazing JavaScript Framework with a variety of overused DHTML effects. But defiantly a great resource, for anyone wanting to achieve a variety of effects for their site.
