Type display Windows vs MacOS

Hi there,

I'm aware that something like clear type exists, the MS way to produce characters more smoothly onscreen.

Would it be correct to state: the better the end user's video card, the better the type will be displayed? Or does this simply come down to 1. decent card: you get to see clear type 2. crappy card: you don't get clear type?

It's all software based isn't it? So it's more like:

If you've got it turned on, you've got it.
If you've got it turned off, you've not got it.
