i was told that fireworks doesnt truly convert to vectors? is this true?

hey...i was hoping that someone could help...i am using fireworks cs3 to design my page...but i can't turn off the optimization on my frames...and get the eye back...so if there is anyone who can help me i would greatly appreciate it...thanks...
