HTML-Kit - only on PC, but its FREE
If you're on a pc, have a look at HTML-Kit. It has superb support for standards and xhtml/css and is completely [b:5386413813][color=red:5386413813]FREE[/color:5386413813][/b:5386413813]. There are loads of options and features as well as a good range of plugins (download the plugin generator to easily make your own). You can validate your code with the W3C validators from within the program as you build the page. All in all, it has to be worth downloading.
