The flash intro is useless because it's just flying things around the screen - you can't focus on any one piece of information, it doesn't say anything but "flashy arrows".
The main site design does look dated, but on the other hand, it could easily do the job. Like Emil suggested, get rid of frames. The navigation doesnt need to be at the top all the time. With navigation, i'd say the viewr's confused as to which navigation to use - the set of links in the top frame - or the pictorial one in the content frame.
Also, the 2 flash anims in each frame - confusing, move the point of focus back and forth. I personally think you need to give the viewer less confusing choices - obviously they need a choice as to which page they go to, but i don't think they need a choice of how they go to it. 1 navigation. 1 flash animation. 1 message.
I reckon your current layout does the job, just need to think about how to fill white space best in the content area.
