Might I suggest just using a free CSS template and starting from there?

Most of there are easy to use, visually appealing, and comply with web standards!

Search the forum, there are tons available!

Nothing special or exciting, it is quite generic, but it is very usable and serves it's purpose. The only think that really bothers me is how it loads. The image up top, in IE 6, always seems to load last. It might be worth looking into making it cache. Other than that, if the client is happy, then you did a good job.

The background has to go. Very distracting. I am trying to read the page but end up looking at the background every other word and loose my place.
