Given I waited 20 seconds for the layout to load on polardesignstudio.com before I realized that's all there is, I vote for the liquid layout.

However, I'd try to add a bit more white space to the liquid version.

I liked the first one better... but, neither look like professional sites. The liquid one looks really bad. The first one looks neat, but not enough there to make me want you to design my site. Sorry, just saying what I think.

The reflection is off on the first one... and it's too empty. You will hear people on this forum saying "keep it simple" but it's keep it simple with strong effect... You've not got that yet in my opion... it's simple and not doing much. But to answer the original question, the first one is better.

I'd also recommend not using the logo you have on the fixed site, it's an overused "web 2.0" look, these days.
