Oh dear, I agree with the 90's look. Took quite some time to load. I know you're learning CSS, I've seen you mention it. I'd say call this one done and get right back to studying.

I hate to be the dissenter here, but I don't think it looks all that horrible. The colors are decent, the layout isn't a complete disaster, and it's got decent navigation.

That being said...
- The wide page with all text is just too much .. break it into at least a 2-column newspaper like layout so it's more readable.
- The text is too small and you really shouldn't use the PX or PT to define text size
- The header photo everyone is griping about.. is there any chance you can tone down the overly bright spot in Photoshop ? I hardly noticed the lensflare on top of it until it was mentioned, but it's really not necessary. If you can't subsitute another photo, I'd try toning that part down somehow.
- Definitely do it w/o tables

As for the "90's" look, the only ones being critical of that is designers.. most visitors wouldn't know or care.

There's nothing wrong with freebies.. a little pr can go a long way. The bottom line is, if the client likes it, there's only so much you can do to dissuade them. You can do your best to convince him that photo isn't great but if he's adamantly attached to it.. then leave it. YOU know it could be better, but if they won't listen.. that's their problem.

I actually prefer the old site! If the guy insists on this, fine, but you probably should not put your name to it. He can buy a template for next to nothing.
