I think he means (my reaction was also "huh?") that if you're going to launch a site that purports to be a training ground or place for advice for people, you should probably know what you're doing first.

That is, you shouldn't be using outdated methods - tables for layout, invalid code, etc.

Semantic markup, CSS for presentation (design), valid code, accessible code. And so on. Peruse the web standards forum for more info.

As far as the banner is concerned, I'm afraid it looks really amatuerish. It looks like it was done by one of those "sig tutorials" or for a Counter-Strike clan - not by a designer. It's too busy. Change the font - or at least don't put so many Layer Styles on it - no need for so many bells and whistles. Doesn't really match the color scheme of the rest of the site - at all.
