would this count for a duplicate content penalty?

I am planning on writing some articles and putting together some tutorials. I am going to be displaying these (word for word) on two websites. One will my personal site, and the other will be a new community site I am planning, and I was going to put a link from each site to the other. I will also be asking other people to contribute to this community site, who will also publish the article on their personal sites too.

Would this lead to search engines penalising my community site for duplicate content? Or does that only happen if you have pages of the same shit repeated under the same website domain.

Are the domains on the same server?

Unlikely if not.
