Questions

1)Is SEO just basically META tags in html page and paying sites such as google?

2)i know submiting to google and exchanging link with other sites can be also a great way. But is there any coding like below that can help?

3)<meta name="discription" content="text">
What else could i add?

1. No. Search engines also look at pages' titles and header elements. You have to optimize the whole page, not just meta data.

2. Use relevant and search engine-friendly keywords in page titles and header tags.
