Yes link exchanging does work. You need to keep it up though to keep your place in google.

Links with max influence on SEO must be: One way linking, Be Links with Related Sites, Be Links with Higher PR than Your Own.

Unless it wont increase any thing.

It helps only if you exchange links with good sites. But, they may probably not be interested in exchanging links with you. Also, if you dont do it with the right kinda sites, then you may be put in the "bad neighborhood" which will decrease your ranking.

So, basically use legitimate seo methods and most importantly concentrate on the content!
