Open ended?

Erm well it doesn't really say anything to me. The tiny text is illegible at small sizes. It doesn't seem to represent anything to me.

Counselling is spelt wrong to me, but I guess you're American and that's the spelling there.

Erm how about sharing your rationale/brief for it?

The Immigration Counseling (yes, its spelled correctly in the US) and Advocacy Program is a non profit agency that helps immigrants to the US with immigration legal issues.

Rationale? I originally thought of the squares as flags, but I had trouble finding colors that I felt conveyed the "flag idea" without being red white and blue or other colors which are used for flags. That felt cheesy to me, but then It looked like little kid's blocks. Any color ideas? I had originally left the tiny letters out of the logo, because I figured that the logo would be part of a greater whole like a web page or an advert that could more explicitly state what ICAP is, but then a coworker suggested them, so I gave it a shot. Should I toss the little letters and keep the abbreviation?

Maybe red white and blue is a good idea. and have two shades of blue?

I think you should just simplify it a lot more. Avoid the small text, you don't need to include an explanation in your logo design... Good luck!
