I'm not a huge fan of that logo. The type is in an odd location, the blur on the mark itself is distracting, and the flames look like a tattoo or a paintjob on a motorcycle.

Is it a pinball?

Its nice, but nowadays logos are more simplified and easy to remember. I would go for something less complex and more catchy, original.

Yes, this was done by Dennis Casarine (denniscasarine.com), one of the most famous graphic designers in Brazil. He's worked for some famous national telcos, agrofood stuff companies and other big companies. He's also been featured on the national TV here

On his web site, if you click "Serviços > Ilustrações", you'll see some of his work in illustration. I think he's gifted.
