They could have set up a competition on DT and got it done for the price of an iPod.

The welsh assembly just spent about that much getting a company I know to replicate a basic site with a forum about 30 times - You guys just discovered gold in the hills or something?

It looks like an "N" gone wrong? A diomand shape with some N drawn on in illustrator with a brush tool. pants!

It's European money, apparently Wales is a depressed area and eligible for some european funding.
