Well my palettes are fine thats no big deal.. But like for example my color chooser and every box like fill, stroke, hue/satur are GONE.
they open up and sometimes I can get by with just the keyboard and doing - 50 tab +10 etc .. But I just really would like to have them back on screen.

I have tried setting my res to as high and as low as it goes and they dont come back on screen.. I have used a dual setup and nothing..

Depending on your version:

Window > Workspace > Reset Palette Locations

or

File > Preferences > General > Reset Palette Locations

or you can just turn them on/off individually using Window > [Function Name]

Try, holding ctrl+alt+shift (if you are on a pc) when booting photoshop it will reset all the settings to originals.

Great that worked, I'll have to setup alot of stuff again but it worked. Thanks.
