Drawing over bitmap in Flash

Just a quick one, I'm sure I'm probably doing something slightly idiotic.

I've imprted a bitmap image from Photoshop into Flash, and I need to draw over it with the Flash drawing tools. For some reason, everything I draw in Flash goes underneath the bitmap. I've tried sending the bitmap to the back under the arrangement menu, but no luck.

Any ideas?

If it's in a group, tween, symbol or movie clip anything you 'draw' over it will go directly onto the frame stage. Either do as d*d said by creating a new layer or group your drawing and bring the object to front.
