I have a website on which I posted a JPG. The site is still active, but the page displaying the JPG is now gone. However, a Google image search still brings up a thumbnail of the JPG. How do I erase this thing?

You can't. It's on one of Google's servers, and you probably don't have administrative rights to access that.

Blocking the location with robots.txt might speed up the process.

If you have deleted the image, then eventually google will detect the page and image are gone so will drop it from their index. You can speed this process up by blocking requests to that file using robots.txt
