I am submitting a proposal for a local town for a website. They are interested in developing a payment module for town bills etc.

Are there any open source or paid scripts that support this type of thing? I have already done some web development with shopping carts etc however this is not something I am all that firmiliar with.

Thoughts/comments are greatly appreciated.
