CSS leaving a big gap?

A page on the site I'm doing right now does a weird thing in IE - when you first load it, instead of the right column loading beside the nav bar, it loads with approx. the amount of spave the nav bar takes up between it and the header. When you refresh, oddly enough, this fixes itself.

An example is here: http://www.sequimmuseum.org/test/image.html

Anyone got any pointers on what kind of IE bug is causing this and how it might be fixed?
