You need to use a semi-transparant PNG file in your background.
Create a layered PSD document and fill with 30-40% of the tint colour, then save for web as a PNG (24 bit format) with transparancy checked.

You'll also need to apply the usual PNG fix for Internet Explorer.

2 big images for each gallery pic? youll be doubling an already big load. If youre not keen to use a hack you could try using a faux partial transparent gif:

no hacks required as its a gif, but it wont look as good as a png

Ahh, the old checkered box routine.
Looks fine on high res screens but like you said, it doesn't look great otherwise.

the second image only needs to be as big as the text box. not exactly overload.

If its only as big as the text box, its not really future proof - what if the user changes the blurb? Plus if the user resizes the text through the browser, the fixed size image bg may no longer be big enough. And thats a lot of photoshop work!
