I am wondering how to make/insert a specific type of scrollbar into a web site.

The frame I want to use this scroll bar in has no need for horizontal scrolling but does require vertical scrolling. The frame is on the left side of the web page so it does not look proper with a vertical scroll bar that is mounted on the side of the frame.

SO I want a VERTICAL scroll bar that is mounted on the BOTTOM of a page where the horizontal scroll bar would normally be.

I also need be the window scroll automatically up or down upon mouse over roll over IF POSSIBLE
