You'll need a script or CMS for something like that.

omg after almost 48 hours of getting smoked in forums and being buffeted from site to site and installing olate and deciding I hated it I come back to you pgo. Please do you know of anything that would support what I need...

I need:
Mandatory user login
restrictions to directories by user login or by user groups
web based admin interface
web basd user interface

this is basically just an FTP but through my website, I want to control the logins and from there I want the users to be able to access the files I specify for them...

and if i could have users upload too, that would be awesome.

please help me, my head hurts.
