It is just a template monster referral site, same as 9,000,000 other web sites with exactly the same template on. This should be moved to advertising.

On this templatesbureau site it says at the bottom"Please click here the below links to View high creative free webdesign templates for all" But below are the google ads and according to google we can't force people to visit the ads...

I am wondering how google has not found it illegal

True. The template isnt even that good. It all looks a bit n00bish.
