that stuffs call fractal art. you could try looking into tutorials on painting with light and blurring effects, good luck

Actually, I think it'll just be someone with photoshop painting prominent lines in certain places, very easy...and the result is..crap.

I reckon they have used a standard fractal generator to come up with the basic fractal shapes, and then cut them up and positioned them over the blurred photo of the lion, set to colour dodge or similar.

I don't think it was an automated process.

That's what i think. It's brushwork done by hand on top of a photo with various effects of different layers.
