He was asking HOW to draw the effect.

I think if you try doing something similar yourself, you'll see there's more to it than drawing white lines on the face.

I thought we'd decided it was painting in Photoshop, then I imagine they added a glowing effect to the strokes. Looks like the lines were formed using either a simulated pressure (using the pen tool) or a tablet of some sort.

There are many tutorials to show you how to get glowing lines on psdtuts (google it). Also, from looking at it I'd say the artist probably painted the lion aswell in photoshop.

you can do the same crappy effects with Topaz Vivacity. Its been overused, and this effect is lame, which is beyond me why anyone would want to replicate this crap.

once you've killed your photo with topaz, just add a few brush ups and it will look exactly the same.

Photoshop is a powerful tool in itself. Why would you decide to use a plug in to create this? Learn!

But i only got the demo version.
The ones from here are done by other peoples.
