Just wondering,

How could I possibly give an image a pale, blurred effect like the picture below?
I know this is a noob question, but I been wondering how to do it for the longest while.

I'd duplicate your working layer and play with blur filters and such and then, most importantly, blending modes.

It looks like there was a photo on top that had a massive gaussian blur and then a layering filter on it.
