You'll need a 3D program, like Maya or 3D Studio Max, I think.

You can do it with blends. Google is your friend:

JonoMarshall is correct, you can do it via blends of layers and using abstract/grunge brushes.

Google abstract *enter 2d graphic program you will use here* brushes. Its pretty easy to do but takes a while to get it JUST as you want it

I know I am a bit late but it can be done in illustrator very easily and then taken into photoshop.

It's possible in PS. If you are lazy, you can use ready smoke brushes from deviantart

you can find some Photoshop brushes that can come quite close, but if you want that exact effect you will need a 3D application.

Rather than trying to piss further and let everyone know how great you are, fill in the poor guy about HOW to do it. Geez.

I was joking with a "Name That Tune" reference. I don't think I could do that with countless layers. Skill.
