Repeated circle effect...

Forgive my ignorance but im fairly amateurish when it comes to artwork, but I'm trying to create circle lines effect.
shinybinary.com-Shinybinary v2.1 - Art and designs of Nik Ainley...
If you look at the "type" image, have a look at the background. Is there an easy way to create this pattern in the background using illustrator, photoshop. Ive played around with the filters and have achieved pretty sporadic effects, so any help would be greatly appreciated!

If anyone can point me in the right direction in terms of where i can pick up these sorts of simple effects again would be much appreciated...

Create a vectorized circle in Illustrator or photoshop; then cut out the inner part of it until you get the right thickness that you want; duplicate; free transform-smaller; repeat.

Not really that hard or time consuming.

or if you want them evenly spaced, use the polar grid tool.
