For all the problems in the US, you've managed to elect the better choice two times in a row. That's a pretty solid start to fixing things. Had the other choice been elected either time, I'd say your economy would have collapsed by now. And some people would have gotten a lot richer.

The new rules only apply to EU doctors, because doctors from outside are already indeed receiving many testings for their English language speakings, if you catch my drift. A few years ago there was a "German" doctor who gave an overdose to a patient. A language test would have prevented this error (it says here). (Actually the "German" doctor is German in the same way that I am a Sámi reindeer herder but that's neither here nor there).
