You can't rely on the public to vote acording to guidelines, ie. best concept and look or whatever was the intial plan. Most people probably dont even care about what kind of contest it is, look through the entries and vote for the one they find to be most goodlooking. Offcourse I might be generalising so dont take my word for it
Thereby not saying that I dislike the leading entry, but public voting can never get as reliable as voting by judges. That way problems with people voting for themselves, asking people to vote for them and so on would be gone. Worth to think about for the next contests..

edit: Are those robots patroling the city? I thought it looked like they where attacking/invading it, thereby making the piece more related to insecurity. But if they are patroling it, then that's a different thing.
