How difficult is something like the flash map thingy here...http://www.nundroo.com/ ?

creating the xml is no problem it's just executing it in flash.

any pointers?

Judging by that example, you've got a map made up of predefined squares. Each square can only have one link attached so... dynamically create you're link clip (red square) pass co-ordinates of where you want it to be in your xml, position using actionscript and voila.

Zooming and actual place positions on a none squared map would be more difficult though. Though the principal would be similar.
