Full-browser Flash

surfaceview.co.uk/
bleinteractive.com/

How do sites like these make their sites fit the browser but not ruining how the content looks? What size are they when they make it in Flash?

Neither of them re-size.. if that is what you are on about.. it's simply set to one size by the look of it (from the outset anyway)

you can simply set the width and height of the embedded flash to 100% and use as much vectorized content as possible. This includes text, any of the shape tools, painting on the canvas, etc.
