Do you need a CMS created? Is it some type of social networking site where you will need features such as registration, logging in, posting info? or is it a simple thing that only needs to get info from a database?

ok well its like a social network needing registration and logging in. By posting kind of as well. You can like upload files etc.

It was more sarcastic ... if you can't give a reasonable description of what it is you're after how can a developer gauge whether they'd be suited to work for you? And as a developer, it makes me think that if you're unable to give such a small amount of information, you'd be a nightmare to deal with when asking for a work specification.
