I need a website designed similar to the standard and visual effects seen at: themoviedownloads.com

I will be willing to pay $999

You would need to have the ability to do what is seen at that site, and show me your previous work.

Based on what you see on that example site, good luck finding someone. I would look at a self service site like Weebly, or Synthasite. If you want something really powerful look at Sitemasher.
