Web design refers to aesthetic portion of the website and it's usability. Where Web Development use various design programs such as Adobe photoshop to create the outlout and other visual elements of the website.
As you can improve your development by doing more coding for some good website.

That started out okay and went to hell in a hurry.

What happened here? It looks like a double post and a bit of spinning off.

But from what I know, developers have coding skills and various other programming knowledge. Designers on the other hand are limited in these departments.

Designing and developing is two different process, Designing is a pre-process where you find what you are going to see when a url is hits. and a development is a post-process what you are going execute from your website

web design refers to both the aesthetic portion of the website and it’s usability. Web designers use various design programs such as Adobe Photoshop to create the layout and other visual elements of the website.

Web Developments take a website design and actually make a functioning website from it. Web developers use HTML, CSS, Javascript, PHP and other programming languages to bring to life the design files.

Web design is the most common term used for professionals in this industry.
Web Designing is concerned with how a site looks and how the customers interact with it.

Web Development is more advanced programming and interactions on the pages.
Web developers use HTML, CSS, Javascript, PHP and other programming languages to bring to life the design files.

Web design is literally the designing the look and feel a of a site/webapp. This may include some html/css/javascript
    .
Front End Development would not include designing the look and feel of the site at all, but a thorough knowledge of front end technologies html/css/javascript and how it hooks into the back end.

A web designer is a graphic artist who develops and styles objects for the Internet. Website designers are able to tap into their creative energy and design the overall layout and look for websites. A web developer is one that develops applications and functionality for the Internet.

Web design seems to be just images/colors/layout stuff. HTML/CSS are in the realm of webDESIGN.

If you get into code with logic, flows, loops that's more development stuff. php/ASP/javascript are in the realm of webDEVELOPMENT.

    What Is Web Design?

Web design governs everything involved with the visual aesthetics and usability of a website—color scheme, layout, information flow, and everything else related to the visual aspects of the UI/UX (user interface and user experience). Some common skills and tools that distinguish the web designer from the web developer are:

Adobe Creative Suite (Photoshop, Illustrator) or other design software
    Graphic design
    Logo design
    Layout/format
    Placing call-to-action buttons
    Branding
    Wireframes, mock-ups, and storyboards
    Color palettes
    Typography

Web design is concerned with what the user actually sees on their computer screen or mobile device, and less so about the mechanisms beneath the surface that make it all work. Through the use of color, images, typography and layout, they bring a digital experience to life.

That said, many web designers are also familiar with HTML, CSS, and JavaScript—it helps to be able to create living mock-ups of a web app when trying to pitch an idea to the team or fine-tune the UI/UX of an app. Web designers also often work with templating services like WordPress or Joomla!, which allow you to create websites using themes and widgets without writing a single line of code.
    What Is Web Development?

Web development governs all the code that makes a website tick. It can be split into two categories—front-end and back-end. The front-end or client-side of an application is the code responsible for determining how the website will actually display the designs mocked up by a designer. The back-end or server-side of an application is responsible for managing data within the database and serving that data to the front-end to be displayed. As you may have guessed, it’s the front-end developer’s job that tends to share the most overlap with the web designer. Some common skills and tools traditionally viewed as unique to the front-end developer are listed below:

    HTML/CSS/JavaScript
CSS preprocessors (i.e., LESS or Sass)
    Frameworks (i.e., AngularJS, ReactJS, Ember)
    Libraries (i.e., jQuery)
    Git and GitHub
